Challenge

Kane County was undertaking several mechanical upgrade projects at their Government Center in St. Chales, Illinois. The projects included a domestic water upgrade, a chiller replacement and an HVAC renovation project in the Jail and Judicial Center.

Solution

Valdes staff developed commissioning plans tailored to each project, which included three phases. During the construction phase, tasks involved reviewing contractor submittals, holding commissioning planning meetings, generating construction deficiencies lists, performing control system point-to-point checks, creating system verification and start-up checklists, reviewing start-up reports, analyzing tab reports, and receiving Operations & Maintenance (O&M) documentation while also training client staff. In the acceptance phase, the team reviewed contractor red lines, participated in functional performance tests, and attended and documented contractor-led training sessions. In the post-acceptance phase, staff documented any deficiency corrections, conducted off-season testing as necessary, updated documentation, and generated the final commissioning report.

Impact

Commissioning plans add significant value by ensuring that the building's systems and critical infrastructure are designed, installed, and functioning according to the owner's operational needs and specifications.
